Atlanta's World Cup satellite airports went into volume ground stops this morning, and ATL gets weather reroutes at 3 PM kickoff

PDK and FTY, the general-aviation airports absorbing World Cup private traffic, went into volume ground stops from 11 AM to 12:30 PM ET (1,464 and 753 flights, 54-59 minute average delays). Both are now canceled. ATL itself has not gone into a ground stop or GDP, but coded departure routes activate at 3 PM ET kickoff (1900Z) due to weather, with storms forecast to develop around 4-6 PM. Austin's morning thunderstorm delays eased without escalating to ground stops. DFW is under thunderstorm capping through 2 PM. No Delta ATL waiver has been issued.
The FAA's PDK ground stop advisory (ADVZY 050, signed 15:19Z / 11:19 AM ET) put DeKalb-Peachtree Airport under a volume ground stop from 1504Z to 1630Z (11:04 AM to 12:30 PM ET), affecting 1,464 flights with an average delay of 59 minutes and a maximum of 81 minutes. A companion FTY ground stop (ADVZY 052, signed 15:21Z) covered Fulton County Airport from 1506Z to 1630Z, hitting 753 flights with an average of 54 minutes and a maximum of 77 minutes. The PDK stop was canceled (ADVZY 068, signed 16:15Z / 12:15 PM ET), about 18 minutes before its scheduled end.
PDK is the busiest general-aviation airport in the Southeast, and FTY is Atlanta's other major reliever field. Both handle the private and charter traffic that floods a city for a mega-event like today's England vs Argentina World Cup semifinal at Mercedes-Benz Stadium (3 PM ET). The FAA cited volume, not weather, as the cause: too many private aircraft trying to squeeze into airports with limited ramp and runway capacity. The departure facilities included in both ground stops were ZTL, ZDC, ZHU, ZJX, ZME, ZID, and ZMA, meaning flights from seven air traffic control centers across the eastern half of the country were held on the ground.
ATL itself has not gone into a ground stop or ground delay program today. FlightAware shows only 23 delays and 1 cancellation at Hartsfield-Jackson so far, against 38 US cancellations and 398 US delays nationwide. But the FAA's ATL CDRs advisory (ADVZY 070, signed 16:44Z / 12:44 PM ET) confirms that coded departure routes go active at 1900Z (3 PM ET, kickoff) through 0200Z (10 PM ET) due to weather. Coded departure routes are a rerouting tool, less severe than a ground stop or GDP, but they signal that the FAA expects thunderstorms to disrupt ATL's departure gates during and after the match.
The NWS forecast for Atlanta calls for a 50 percent chance of showers and thunderstorms, mainly after 2 PM, with a high around 86 degrees. Hourly data shows the storms developing around 4-6 PM ET, after kickoff but during the match and the post-match departure rush. The FAA's morning operations plan (ADVZY 036, covered in the prior issue) flagged heavy arrival volume and parking constraints at ATL for the semifinal, with a ground stop or delay program possible around kickoff. So far, the satellites absorbed the volume pressure, and ATL is getting reroutes instead of a full ground stop. That could change if storms move directly over the field between 4 and 6 PM.
DFW is under thunderstorm capping through 2 PM ET. The FAA's capping advisory (ADVZY 048, signed 14:57Z / 10:57 AM ET) caps DFW and DAL departures at or below FL230 from 1500Z to 1800Z (11 AM to 2 PM ET) due to reduced capacity from thunderstorms in the ZFW airspace. The advisory tells pilots not to request altitudes above FL230 to avoid frequency congestion. This is an en route flow measure, not a terminal ground stop, but it means DFW departures are being held lower than normal, which increases flight times and fuel burn on longer routes.
Houston has route restrictions active through 4 PM ET. The FAA published FCA009:IAH_WEST_MODIFIED (ADVZY 058, signed 16:02Z) and a route requirement (ADVZY 055, signed 15:50Z) for traffic from Las Vegas, San Antonio, and western centers into IAH and HOU, rerouting them around weather. Both are valid through 2000Z (4 PM ET).
The Newark satellite airports have 30 to 60 minute departure delays from a VIP movement. The FAA's EWR satellite advisory (ADVZY 045, signed 14:45Z / 10:45 AM ET) covers TEB, MMU, CDW, LDJ, and the PHL area from 1445Z to 2230Z (10:45 AM to 6:30 PM ET). This is the Pennsylvania VIP event flagged in the morning issue, not weather. A separate FCA002 Lake Erie East Partial (ADVZY 065, signed 16:13Z) is also active through 0300Z (11 PM ET), rerouting traffic from Milwaukee, Minneapolis, and Chicago centers to EWR, JFK, LGA, and TEB due to reduced system capacity in Cleveland Center. N90, the New York terminal area, was held out of the FAA's operations plan today, so no JFK, LGA, or EWR terminal ground stop or GDP has fired.
Austin's morning thunderstorm delays eased without escalating to ground stops. The morning operations plan (ADVZY 036) had AUS under arrival delays up to 30 minutes with AUS and SAT ground stops possible through 2 PM ET. No AUS or SAT ground stop advisory was published today (probed advisories 042 through 090). FlightView reports 15 minutes or less at Austin-Bergstrom. The central Texas thunderstorm window that the morning issue warned about appears to have passed without terminal-level restrictions firing, though en route weather avoidance remains possible through the afternoon.
Denver could see a Severe Weather Avoidance Plan from 3 PM to 10 PM ET. The FAA's DEN SWAP advisory (ADVZY 060, signed 16:06Z / 12:06 PM ET) expects widely scattered showers and thunderstorms to build west and southwest of the DEN airspace from 1900Z to 0200Z, with coded departure routes for DEN departures. This is a planning advisory, not an active program yet.
Rebooking
United's South Texas thunderstorms waiver remains the only active airline waiver, covering Austin, Houston (IAH and HOU), and San Antonio for travel July 13 through 17, with rebooked flights departing by July 17. Delta's advisories page (updated July 15) lists only an Atlanta construction advisory telling travelers to arrive three hours early, and no weather or World Cup waiver. American's July 9 through 12 severe weather waiver has expired. No airline has issued an Atlanta-specific World Cup waiver, which is consistent with the light cancellation count at ATL today (1 cancellation per FlightAware). That could change if thunderstorms develop over ATL's departure gates this afternoon as forecast.
If you are flying through ATL this afternoon or evening, the key window to watch is 4 to 6 PM ET, when the NWS expects storms to develop. ATL's coded departure routes go active at 3 PM, and a ground stop or GDP remains possible if storms move directly over the field. Check your airline's app before heading to the airport. If you are on a Delta flight through ATL, note that no waiver is in place yet, so rebooking flexibility depends on your fare class and status.
