ADVZY 109 canceled DCA's GDP at 2252Z, about seven hours before its 1:59 AM end time. The DCA hotline was deactivated at 8:57 PM. SEA, SFO, and SAN GDPs remain active. ADVZY 006: "no further planned initiatives expected for the remainder of the evening." Tomorrow: AUS/SAT ground stops possible from 8 AM, ATL from 3 PM for the World Cup semifinal.

The FAA's DCA GDP cancellation advisory (ADVZY 109, signed 22:54Z / 6:54 PM ET) terminated the ground delay program at Reagan National at 2252Z (6:52 PM ET), directing carriers to "disregard EDCTs for dest DCA." The GDP had been implemented at 4:51 PM ET (ADVZY 095) with average assigned delays of 95 minutes and a maximum of 685 minutes (11 hours 25 minutes), originally running through 1:59 AM ET. It was called off roughly seven hours early as the VIP security event that triggered it, President Trump's meeting with the Iraqi prime minister at the White House (ARLnow, July 14), concluded and arrival capacity at the slot-constrained airport recovered. The FAA separately deactivated the DCA hotline at 8:57 PM ET (ADVZY 003), signaling the end of dedicated disruption management for the airport. Fox 5 DC reported 303 delayed and 118 canceled flights at DCA, with residual delays expected to continue into the night as airlines work through the backlog from the roughly two-and-a-half-hour ground stop (11:30 AM to 2 PM) and the subsequent GDP. If you are flying into or out of DCA late tonight, check your airline app: the formal traffic management program is over, but individual flight delays persist as aircraft and crews reposition.

Three West Coast airports entered ground delay programs between 7:06 and 7:47 PM ET, and they are the only active terminal programs remaining in the national airspace. Seattle-Tacoma (ADVZY 110, signed 23:06Z) went into a GDP running 9 PM to 12:59 AM ET with an average delay of 28 minutes and a maximum of 105 minutes, caused by weather and wind. San Francisco (ADVZY 116, signed 23:33Z) entered a GDP from 10 PM to 1:59 AM ET with an average of 49 minutes and a maximum of 99 minutes, caused by procedural compliance and runway construction, with additional route impacts from thunderstorms to the east. San Diego (ADVZY 118, signed 23:47Z) went into a GDP from 9 PM to 12:59 AM ET with an average of 32 minutes and a maximum of 84 minutes, caused by volume. Separately, LAX had arrival delays of up to 30 minutes from 7:23 to 9 PM ET due to an aircraft emergency (ADVZY 113), which has ended. None of the three GDPs is severe by historical standards, but if you have a late-night arrival into SEA, SFO, or SAN, expect your flight to push back later than scheduled as the FAA meters arrivals to match reduced capacity.

The FAA's latest operations plan (ADVZY 006, covering 10 PM ET onward) delivered a clear all-clear for the East Coast: "ground delay programs remain for SEA/SFO and SAN. No further planned initiatives expected for the remainder of the evening." The en route TCA/hotline web page was closed at 9:48 PM ET (ADVZY 007), and the Texas hotline was deactivated at 9:24 PM ET (ADVZY 005). The only staffing trigger remaining is ZAU West Area until 1 AM ET. A ZDC NRP suspension (ADVZY 001, effective through tomorrow 10 PM ET) was issued due to erroneous route filings in the Washington Center airspace, a non-weather administrative action that may cause minor rerouting for flights transitioning ZDC.

ADVZY 006 also laid out Wednesday's forecast, and it shifts the focus back to Texas and the Southeast. A regional planning discussion for South Texas is scheduled for 7:15 AM ET (1115Z) due to thunderstorms. The terminal plan shows AUS/SAT ground stops possible from 8 AM ET, IAH/HOU and SFO from 11 AM, EWR/TEB and SAN from noon, TPA/MCO and LGA from 1 PM, DFW/DAL from 2 PM, ATL from 3 PM, and LAS from 5 PM. The 3 PM ATL window aligns with the FIFA World Cup semifinal between England and Argentina at Mercedes-Benz Stadium, which could compound thunderstorm disruptions at the world's busiest airport if the forecast verifies. A ZNY QVR radar outage from 8 AM to 4 PM ET is also flagged on the en route constraints list. United's South Texas thunderstorm waiver (AUS/IAH/SAT, rebook through July 17), covered this morning, remains the only active airline waiver.
