Newark is in a security ground stop until 9 PM and Teterboro's has grown to 2,885 flights as the World Cup Final's VIP departure wave hits

Spain beat Argentina 1-0 on Ferran Torres's 106th-minute extra-time goal at MetLife, and the trophy presentation is done, but the FAA extended the ZNY VIP TFR to 9 PM ET and Newark joined Teterboro in a security ground stop as the post-match departure wave hit the New Jersey airports. Teterboro's security ground stop has grown to 2,885 flights with a 326-minute maximum, White Plains has a disabled-aircraft ground delay program averaging 94 minutes, Dallas fired and cancelled a 1,332-flight thunderstorm ground stop, and the Southeast storms reached Orlando and South Florida.

The Final is over. The security ground stops are not.

The World Cup Final ended around 5:15 PM ET. Spain beat Argentina 1-0 on Ferran Torres's 106th-minute goal in extra time at MetLife Stadium, with Argentina playing the final half-hour down a man after Enzo Fernandez's second yellow card. The trophy was presented, the crowd dispersed, and the departure wave began.

The airspace restrictions did not end with the whistle. The FAA's evening operations plan (ADVZY 196, signed 7:24 PM ET) extended the ZNY VIP TFR to 9 PM ET and kept the EWR, TEB, MMU, CDW, and HPN terminal constraints tagged as FIFA Final event volume. Two security ground stops are now live at the New Jersey airports.

Newark is in a CDM ground stop until 9 PM ET (ADVZY 199, signed 7:39 PM), holding 441 flights with a 110-minute average and a 178-minute maximum. The impacting condition is security. The cumulative ground delay program runs to 10:59 PM ET. The scope has narrowed to ZOB departures only, and the FAA cites overhead stream volume from mile-in-trail restrictions into ZNY. Newark also has departure delays of 31 to 45 minutes from VIP movement, per flightcheck.live (FAA NASSTATUS feed, last checked 7:51 PM EDT).

Teterboro's security ground stop has been extended again, now running to 8:30 PM ET (ADVZY 197, signed 7:28 PM) with 2,885 flights, a 99-minute average, and a 326-minute maximum. The scope has been reduced to first-tier departures plus Canadian airports, with ZMA, ZJX, ZTL, ZID, ZAU, and ZME released from the ground stop. Teterboro has been in some form of ground stop since 10:50 AM ET this morning, when a volume ground stop fired for the World Cup fan-arrival wave. It handed off to the TFR security restriction that activated at 1:30 PM ET, and now to the post-match VIP departure wave. Departure delays of 16 to 30 minutes from VIP movement are reported.

Both ground stops carry a medium extension probability. The next FAA planning webinar is at 9:15 PM ET.

White Plains has a disabled-aircraft ground delay program

White Plains (HPN) is in a ground delay program until 12:59 AM ET (ADVZY 200, signed 7:41 PM) with a 94-minute average delay and a 239-minute maximum. The cause is a disabled aircraft on the runway, which has cut the airport to a single-runway rate, compounded by ZNY staffing departure restrictions that drive the rate down further when sharing for both arrivals and departures. The ground stop that preceded it has been cancelled. flightcheck.live reports HPN ground delays averaging 1 hour and 34 minutes due to runway work.

HPN is one of the FIFA Final event-volume airports, and it serves as a relief airport for Teterboro's overflow when heavy jets cannot use Teterboro's 100,000-pound weight limit. A disabled aircraft on top of the VIP-driven demand pressure is a compound problem: the airport cannot absorb the diverted traffic, and the GDP is how the FAA spreads the pain across departing flights nationwide.

Dallas fired and cancelled a thunderstorm ground stop, and the Southeast storms reached Florida

The Southeast thunderstorm system that the FAA's afternoon plan flagged has continued building across the evening.

Dallas-Fort Worth fired a CDM ground stop at 6:17 PM ET (ADVZY 188) for weather and thunderstorms, holding 1,332 flights with a 40-minute average and an 81-minute maximum. It was cancelled at 7:07 PM when routes opened (ADVZY 192), though flights may receive new EDCTs from an active airspace flow program (FCABWE, running to 12:59 AM ET).

The storms have reached the Florida hubs. Orlando has departure delays of 31 to 45 minutes from weather, and South Florida CDRS are active for Miami, Fort Lauderdale, Opa-locka, Boca Raton, Palm Beach, Fort Myers, Tampa, and Sarasota until 9 PM ET (ADVZY 175, signed 5 PM ET). The Houston Center Gulf routes (L214, L333, M580, M215, M219, and L465 between NAVVL and SHARQ) are closed for thunderstorms with an update by 11 PM ET. The ops plan tags Atlanta, Charlotte, and Central Florida with thunderstorms in the vicinity.

Closer to the World Cup airspace, LaGuardia has departure delays of 1 hour to 1 hour and 14 minutes from weather, and JFK and Philadelphia each have 15 to 29 minutes of weather departure delays. Salt Lake City has arrival delays of up to 30 minutes from thunderstorms from 9 to 10 PM ET (ADVZY 195).

The ops plan puts a San Francisco ground delay program as expected after 10 PM ET due to volume, and a Nashville ground stop or delay program as possible until 10 PM ET.

Staffing and en route constraints tonight

The ZNY oceanic routes L454 and L455 remain closed for thunderstorms (ADVZY 190, extended, update by 1 AM ET). An airspace flow program (FCABWE) is active until 12:59 AM ET. The ops plan lists thunderstorms across ZNY, ZDC, ZJX, ZMA, ZID, ZTL, ZAU, ZFW, ZHU, ZLC, and ZDV en route facilities.

Staffing triggers are active tonight: PCT JRV Area until 9 PM ET, ZLA Area E until 10 PM, ZBW Area D until 10:30 PM, ZBW Area C and ZNY Area B until 11 PM, and PHL Area C until 11 PM. The ZBW staffing shortage is also driving a route requirement (SERBOS_1_PARTIAL, ADVZY 180) for Cape Cod, Nantucket, Martha's Vineyard, Providence, and Portland departures to the New York metro airports until 11 PM ET, with a moderate extension probability. The EWR SATS hotline, South Florida CDRS, and Denver capping and tunneling run until 9 PM. CLT CDRS, ZFW SWAP, and DFW/DAL CDRS run until 10 PM. ZDC SWAP, PHX CDRS, and ZAB SWAP run until 11 PM. ZNY SWAP runs until midnight.

Rebooking: American now covers Sunday, United still covers Sunday

American Airlines has extended its Northeast thunderstorm waiver to cover travel July 17 through 19 (Sunday), for BWI, BOS, BDL, JFK, LGA, EWR, PHL, PVD, IAD, DCA, and HPN. Tickets must have been bought by July 16, and changes must be booked by today, July 19, with travel completed by July 23. This is a change from earlier today, when American's waiver was reported as covering only July 17 and 18.

United covers July 18 and 19 through BDL, BOS, BWI, DCA, EWR, IAD, LGA, PHL, and PVD, and remains the broadest Sunday waiver among the majors.

Delta covers EWR, HPN, JFK, and LGA for July 16 through 18 only, with reissue by July 21. JetBlue covers JFK, LGA, EWR, and HPN for July 18 only, with rebook by July 23. Neither covers Sunday. Southwest offers 14-day flexible rebooking for its July 18 Northeast advisory.

No carrier has posted a waiver specific to the Orlando or South Florida thunderstorms or to the White Plains disabled-aircraft ground delay program.
